Requires new passenger cars manufactured for sale in New York State to have an outside unit magnification mirror or convex mirror on the passenger's side if the inside rearview mirror does not meet Federal Motor Vehicle Safety Standard (FMVSS) Number 111 field of view requirements.

Requires new multipurpose passenger vehicles, trucks, and buses with a gross vehicle weight rating of 10,000 pounds or less to have mirrors conforming to FMVSS Number 111.

Maintains existing requirement for interior rear-view mirrors of selective position prismatic type with at least four percent reflectance value in night driving position on passenger-type motor vehicles except motorcycles.

Establishes that violations by manufacturers constitute a civil offense punishable by a fine of up to $750 per offense.

Takes effect 180 days after enactment, with the Commissioner of Motor Vehicles authorized to promulgate necessary rules and regulations immediately upon passage.
