Requires the Commissioner of General Services, in consultation with the Health Commissioner, to establish guidelines and specifications for environmentally sensitive commodities and services for hospital use and construction, renovation, or repair of hospital buildings.

Mandates the Commissioner of General Services to disseminate guidelines, specifications, and a sample list of environmentally sensitive commodities and services to all hospitals, which hospitals must consider when making purchasing decisions.

Requires all hospitals to consider the disseminated guidelines, specifications, and sample lists when purchasing commodities, construction items, or services for hospital use or building projects.

Directs the Office of General Services and Department of Health to issue a joint report by June 1, 2015, analyzing the impact of these guidelines and specifications on hospital purchasing and procurement practices.

Requires the Commissioner of General Services to maintain a list of firms that produce or offer environmentally sensitive commodities and services meeting the established specifications and guidelines.
