Establishes a Micro Business Outreach Center Assistance Program within the Department of Economic Development to provide technical and financial assistance to micro business outreach centers serving communities in need.

Defines a "micro business" as a sole proprietorship, partnership, or family business with fewer than five employees, and designates outreach centers to serve specific communities with business development needs.

Authorizes the Department to fund the setup, operation, and maintenance of Micro Business Outreach Centers in geographically or socially isolated areas, with selection criteria including communities isolated from the mainstream economy and maximized use of existing economic development resources.

Creates a Micro Business Outreach Center Network as a not-for-profit corporation to coordinate networking and technical assistance activities among all participating centers throughout the state.

Requires the Commissioner to file an annual report to the Governor and Legislature within thirty days after the close of the fiscal year detailing the effectiveness of the assistance program and recommendations for further legislation.
