Requires every general hospital to establish a community advisory board to advise on hospital plans and programs, with members representing the communities served by the hospital.

Mandates hospitals cooperate with their community advisory boards when developing mission statements, reviewing community health needs every three years, and preparing annual implementation reports on charity care and access to underserved populations.

Requires hospitals and the Department of Health to file and publicly post on their websites an up-to-date list of community advisory board members, mission statements, implementation reports, and financial commitment documents.

Permits community advisory board members to be reimbursed for necessary expenses incurred during service, and protects state and civil division employees from forfeiting their positions by serving on the board.

Applies requirements to both voluntary non-profit general hospitals under public health law and hospitals operated by the New York City Health and Hospitals Corporation, with an effective date of 270 days after enactment.
