Amends the definition of "direct relationship" in Correction Law Section 750 to require a substantial connection between the crime and job duties that would create an unreasonable risk to property or safety of specific individuals or the general public

Modifies Section 752 to consolidate two separate grounds for denying licenses or employment into a single "direct relationship" standard, eliminating the previous separate analysis of whether employment would create unreasonable risk

Establishes that applications for licenses or employment cannot be denied based on prior criminal convictions unless there is a direct relationship as newly defined in the law

Takes effect ninety days after becoming law
