Establishes presumptive Medicaid eligibility for youth released from court-ordered placements under Family Court Act subdivisions 3 or 4, effective immediately upon release.

Presumptive eligibility continues until the earlier of: a formal eligibility determination is made, or 60 days pass from release (if no application is filed).

Medical care, services, and supplies provided by eligible entities during the presumptive eligibility period qualify for Medicaid payment and state reimbursement.

Allows youth meeting presumptive eligibility criteria to participate in Medicaid managed care programs, provided they are not otherwise disqualified.

Effective 90 days after enactment, with the Office of Children and Family Services and Department of Health required to promulgate implementing regulations immediately.
