Amends Election Law Section 8-500 to prohibit any person who is a candidate for public office in the election district from serving as a poll watcher in that same election.

Allows candidates to visit polling places in their election district on election day while polls are open, despite the prohibition on serving as official watchers.

Requires poll watchers to remain qualified voters of the city or county where they serve.

Takes effect immediately upon enactment.
