Requires mold inspection, assessment, and remediation specialists to obtain a license from the Department of Labor to conduct such work in New York.

Establishes minimum qualifications for licensure including being at least 18 years old, completing department-approved coursework, paying application and renewal fees not to exceed $100, and carrying liability insurance of at least $50,000.

Prohibits licensees from performing both mold assessment and mold remediation on the same property and bars any person from owning interests in both assessment and remediation entities working on the same property.

Sets minimum work standards requiring mold assessment licensees to prepare remediation plans and mold remediation licensees to prepare work plans before starting projects, with specific requirements for containment when mold affects 25 or more contiguous square feet.

Requires post-remediation assessment by a mold assessment licensee to verify work completion and issue a clearance report; establishes penalties up to $2,000 per violation and $10,000 for subsequent violations for noncompliance.
