Directs the Division of Lottery to develop and implement a scratch-off lottery game with net revenues (after prizes and administrative costs) deposited into a new Veterans' Assistance Fund.

Requires ticket sales to begin no later than December 31, 2013, with tickets clearly marked stating proceeds support the Veterans' Assistance Fund.

Establishes the Veterans' Assistance Fund under the State Comptroller's custody to pay for veterans' assistance including higher education, job training, vocational training, and entrepreneurship programs approved by the State Director of Veterans' Affairs.

Creates a direct grant program to reimburse individual veterans for approved educational program costs, with priority given to veterans with disability ratings from the U.S. Department of Veterans Affairs, with higher priority for higher disability ratings.

Limits fund usage to veterans' assistance costs and program administration only, and permits fund contributions through gifts, donations, federal grants, transfers, and the lottery game revenue.
