Department of State shall promulgate rules and regulations for anchoring, securing, and counter-weighting moveable soccer goals in consultation with the Office of Parks, Recreation and Historic Preservation.

Safety regulations must substantially comply with United States Consumer Product Safety Commission guidelines for moveable soccer goal safety.

Persons, firms, corporations, or legal entities erecting moveable soccer goals must comply with the regulations, except for goals on one-, two-, and three-family residential real property.

Attorney General may bring civil enforcement actions seeking injunctions and civil penalties of up to $500 per violation for non-compliance.

Act takes effect 180 days after enactment, with authority for implementing rules to be completed by the effective date.
