Requires the Commissioner of Corrections and Commissioner of Health to develop and implement disease prevention programs in every correctional facility addressing Hepatitis C, sexually transmitted diseases, and HIV for employees and incarcerated individuals

Programs must include education, counseling, testing, outreach, harm reduction, discharge planning, and availability of prophylactic devices, with option to train incarcerated persons as peer educators

Programs shall be offered in manner and timing that encourages attendance by all staff and incarcerated persons, with incorporation into other content-neutral programs to prevent stigmatization

Requires consultation between commissioners to select effective curricula and programs that should include peer education, non-department community providers, and be provided in targeted population languages with cultural sensitivity

Establishes peer educator training program to develop skilled trainers, with completion allowing participants to receive peer education certification
