Amends Agriculture and Markets Law Section 290 to authorize farmer associations to rent fair ground locations for storage of personal property in addition to existing uses for exhibitions, entertainments, and refreshments.

Modifies Not-for-Profit Corporation Law Section 1409(k) to exempt exhibitions and entertainments on town or county fair grounds from local license fee requirements, except for approvals necessary to protect safety, health, and well-being of persons.

Prohibits local laws and ordinances from unreasonably restricting agricultural or horticultural corporations receiving state reimbursement under Agriculture and Markets Law Article Twenty-Four from constructing, improving, renovating, relocating, or demolishing fair ground structures and facilities.

Takes effect immediately upon enactment.
