Establishes a one-year demonstration drug disposal program by the Department of Environmental Conservation in consultation with the Division of State Police, to be operational by June 1, 2015.

Creates at least three public drug disposal sites located in State Police facilities in geographically diverse areas representing rural, suburban, and urban communities.

Requires the Department to maintain a website listing participating State Police facilities and information about drug disposal procedures available at each location.

Mandates the Department prepare a report at program conclusion detailing quantities of drugs collected, effectiveness of each facility location, acceptance methods offered, and recommendations for legislative action.

Expires and is repealed on December 31, 2016.
