Requires municipalities, nonprofits, public corporations, and charitable organizations seeking financial assistance for homeless projects to notify the local planning board within 30 days of application and provide project information

Mandates that local planning boards promptly schedule and conduct public hearings on proposed homeless projects pursuant to existing procedural laws for cities, towns, and villages

Adds proposed homeless projects to the list of housing and urban renewal plans subject to community board review under New York City Charter section 197-c

Requires new shelters replacing existing shelters to comply with New York City Charter sections 85 and 197-c and Social Services Law section 43, subdivision 11

Takes effect immediately upon enactment
