Effective January 1, 2014: Electric utilities cannot charge transition rates that vary by 50 percent or more from month-to-month; utilities with such variation must offer customers a budget plan with stable rates.

Effective January 1, 2015: Electric utilities cannot charge transition rates exceeding the mean transition rate charged during 2012.

Effective January 1, 2017: Electric utilities are prohibited from charging transition fees entirely.

Utilities are prohibited from charging transition fees in addition to or as substitutes for transition rate-based fees.

Defines transition fees as charges for utility costs and investments (such as uneconomic assets) that would have been recovered under the former regulatory structure but will not be recovered due to retail choice restructuring.
