Amends the Energy Law to require the State Fire Prevention and Building Code Council to update residential building energy codes within 18 months of each new International Energy Conservation Code publication, meeting or exceeding the latest standards or achieving equivalent energy savings.

Removes the "economically reasonable" requirement from the state energy conservation construction code mandate, requiring all reasonable energy conservation techniques be used in design and construction of public and private buildings.

Establishes mandatory Home Energy Rating System (HERS) ratings for all new residential buildings, with minimum performance standards of HERS-84 (20% energy reduction) for standard dwellings and HERS-87 (35% energy reduction) for single-family units of 6,000+ square feet.

Sets a compliance goal of at least 90 percent of new and renovated residential building space meeting the state residential energy code.

Takes effect immediately upon enactment.
