Requires all potential officers, employees, and volunteers of the Office of Mental Health and Office for People with Developmental Disabilities to submit to a drug test before employment commences

Commissioners of each office shall determine the specific drug testing procedures and requirements

Refusal to submit to a drug test renders the potential officer, employee, or volunteer ineligible for employment

Amends Mental Hygiene Law sections 7.23 and 13.23, and adds new Civil Service Law section 153 to establish the drug testing requirement across both offices and their facilities

Takes effect 120 days after enactment, with rules and regulations to be implemented immediately
