Establishes the "Veterans Mental Health Training Initiative" requiring the Office of Mental Health to award a grant of at least $500,000 through a competitive process to develop and deploy an education program for mental health providers on combat-related PTSD, traumatic brain injury (TBI), and substance abuse.

Distributes grant funding at $250,000 per year for two years starting in 2014, with option for additional funding in future years if deemed necessary.

Requires the grant recipient (an association of social workers) to collaborate with associations of psychiatrists and physicians, establish an advisory committee with experts in neurology, psychiatry, traumatology and military mental health, and conduct training programs at multiple locations across the state.

Mandates the program provide certified continuing education available online and training to veterans and family members on accessing mental health services and navigating care systems.

Takes effect April 1, 2014; does not alter the scope of practice of any licensed profession in New York State.
