Designates the National Honor and Remember Flag as the official honor and remember flag for New York State to recognize members of the United States Armed Forces who died in the line of duty.

Requires the Commissioner of General Services to procure and distribute Honor and Remember Flags within thirty days of the law's effective date.

Amends the Public Buildings Law to mandate display of the Honor and Remember Flag on the capitol building during daily legislative sessions and public occasions, in addition to the United States flag and New York State flag.

Takes effect on the thirtieth day after becoming law.
