Limits direct care workers at facilities licensed by the Office for People with Developmental Disabilities to a maximum of 60 hours in a seven-day work week, with exceptions only for extraordinary emergencies such as fire, flood, or danger to life or property.

Applies the same 60-hour weekly limit to direct care workers at facilities licensed by the Office of Mental Health.

Defines "direct care worker" as an employee whose primary responsibility is the daily care of, supervision of, and interaction with residents in licensed residential facilities.

Requires the Commissioner to adopt necessary rules and regulations for implementation, which must be completed by the effective date.

Takes effect 90 days after becoming law.
