Creates a gang assessment, intervention, prevention and suppression program within the division to distribute funds for eliminating gang-related criminal activity in New York State

Directs the superintendent of state police to develop and implement a strategy for suppressing gang-related criminal activity in cooperation with local, state, and federal law enforcement and district attorneys

Authorizes the commissioner to award grant monies to district attorneys for programs designated to stop gang-related criminal activities, with applications required to include gang activity assessments, intervention and prevention plans, and coordinated law enforcement strategies

Requires the division to establish and maintain a gang clearinghouse as a central repository for information about criminal gangs operating in New York State, with regulations to be adopted for reporting procedures by law enforcement agencies

Takes effect immediately upon enactment
