Establishes the New York State Interagency Coordinating Council for Service-Disabled Veterans within the Executive Department to coordinate services for veterans with service-related disabilities.

Council consists of ten agency heads (Director of Veterans' Affairs as chair, plus commissioners from Health, Mental Health, Labor, Housing, Education, Transportation, and other departments) and nine service-disabled veterans appointed by the Governor and legislative leaders.

Council powers include promoting a comprehensive statewide program covering educational training, health services, employment, housing, transportation, long-term care, and family outreach; disseminating information about available services; receiving and referring complaints; and evaluating veterans' needs.

Council must meet at least quarterly and consult with Veterans Integrated Service Network directors; members serve two-year terms with no compensation but receive reimbursement for necessary expenses.

Council must submit an annual report to the Governor and legislative leaders by September 1st beginning in 2014, detailing activities, legislative recommendations, and a proposed agenda for addressing service-related issues.
