Establishes the Eastchester Creek Intermunicipal Economic Revitalization Agency as a community development agency benefiting the City of Mount Vernon and Village of Pelham Manor, governed under Articles Fifteen and Fifteen-A of the General Municipal Law.

Agency membership consists of the mayors of Mount Vernon and Pelham Manor, with authority to acquire real property limited to the defined Eastchester Creek Intermunicipal Economic Revitalization Area while respecting local zoning, planning regulations, and municipal land use determinations.

Defines the revitalization area as approximately 231 acres in Mount Vernon bounded by Sandford Boulevard (north), New York City (south), South Third Avenue (west), and the Hutchinson River/Eastchester Creek (east), plus a triangular portion of Pelham Manor bounded by the Hutchinson River (west), Hutchinson River Parkway (east), and New York City (south).

Authorizes the Village of Pelham Manor to impose additional sales and compensating use taxes within its portion of the revitalization area to equalize tax rates with Mount Vernon, with revenues collected by the state Commissioner and held in trust for the village.

Repeals prior Title 119 of Article 15-B of the General Municipal Law and takes effect immediately.
