Removes the requirement for annual inspection of all public school buildings throughout New York State from the comprehensive public school building safety program established under Education Law § 409-d

Maintains the requirement for a safety rating system to assess school building maintenance needs and structural/safety conditions related to building systems (electrical, plumbing, heating, ventilation, air conditioning, sanitation, health, fire protection)

Directs the Commissioner of Education to review the effectiveness of repealing the annual inspection requirement and report recommendations to the Governor and Legislature by January 1, 2019

Provisions of this act expire and are repealed on June 30, 2019, effectively reinstating the annual inspection requirement unless separately amended by the Legislature

Takes effect immediately upon enactment
