Authorizes the Governor to present a military decoration called the "Campaign Medal for Service" to New York citizens or former New York citizens who served on active duty in Iraq with the U.S. Armed Forces (Army, Air Force, Navy, Marine Corps, or Coast Guard).

Limits each person to receiving no more than one Campaign Medal for Service, with subsequent awards represented by ribbons selected by the Division of Military Affairs.

Requires that all service after receiving the medal be honorable, and allows the medal to be presented to a designated representative if the recipient dies during or after receiving the award.

Authorizes the Chief of Staff of the State to establish rules and regulations necessary for proper presentation and distribution of the decoration.

Makes a technical correction to existing law by changing "miliary" to "military" in the section governing the Conspicuous Service Star decoration.
