Amends Mental Hygiene Law by establishing minimum of two regional peer support services programs for veterans, developed jointly by the Commissioner of Mental Health, Commissioner of Alcoholism and Substance Abuse Services, and State Director of Division of Veterans' Affairs

Defines "certified peer counselor" as individuals with personal experience as mental health recipients or in recovery from substance abuse who have served in active U.S. military service (other than dishonorable discharge) and possess recognized training, credentials, or experience

Peer support services programs shall provide peer counseling for mental illness including post-traumatic stress disorder, alcohol and substance abuse counseling, family support services, and specialized services for female veterans

Requires the Office to establish minimum qualifications for certified peer counselors including completion of approved courses in mental health counseling and/or alcoholism and substance abuse counseling

Requires the Office to establish procedures for issuing, suspending, revoking, or annulling credentials for certified peer counselors; effective date is sixty days after enactment with immediate authority to adopt necessary regulations
