Requires each county (except those in New York City) and each city with a population of one million or more to prepare a comprehensive emergency management plan, with smaller cities, towns, and villages authorized but not required to do so.

Mandates inclusion of organizations providing home health care services and hospice services in the planning process and consultation phase.

Adds requirement for emergency management plans to include procedures for deploying physicians, nurses, medical professionals, home health agency personnel, hospice personnel, and other necessary personnel in declared emergencies, including in areas with restricted access or curfews.

Requires counties and cities that already have emergency management plans to revise them if needed to comply with this act and submit revised plans within 180 days of the act's effective date.

Makes curfews and traffic control restrictions consistent with local comprehensive emergency management plans during declared emergencies.
