Requires state agencies to consider future physical climate risks including sea level rise, storm surges, and flooding based on available data when evaluating permits, projects, and funding applications across multiple environmental programs.

Mandates the Department of Environmental Conservation adopt science-based state sea level rise projections by January 1, 2016, and update them at least every five years using data from NOAA, the Intergovernmental Panel on Climate Change, and other relevant reports.

Requires the Department of State to cooperate with the Department of Environmental Conservation to prepare model local zoning laws incorporating consideration of future climate risks and make them available to municipalities.

Directs the Department of Environmental Conservation to issue implementation guidance by January 1, 2017, including available data sets, risk analysis tools, and guidance on natural resource-based resiliency measures.

Applies to all applications and permits received after implementation guidance is adopted but no later than January 1, 2017, and does not limit existing departmental authority to address climate-related risks.
