Directs the Commissioner of Developmental Disabilities to establish a tiered eligibility program for individuals with learning disabilities and complex neurological impairments (including autism spectrum disorders and Asperger's syndrome) who currently lack access to essential support services.

Tier One provides up to six months of intensive service navigation to connect individuals to appropriate services and address immediate health, safety, or crisis needs; services may end earlier if both parties agree further intervention is unnecessary.

Tier Two provides up to an additional six months of continued intensive service navigation, assessment of adaptive behavior and learning capacity, and preparation for full Office for People with Developmental Disabilities eligibility determination.

Requires the Commissioner to develop a reimbursement methodology for intensive service navigation that covers service providers' reasonable costs through standard cost reimbursement processes.

Takes effect 180 days after enactment, with the Commissioner authorized to promulgate rules and regulations necessary for implementation before the effective date.
