Requires all schools to include domestic violence awareness instruction in health education courses taught by certified health teachers, with curriculum designed by the Commissioner to meet varying district needs and not required to be uniform statewide.

Increases marriage license fees from $10 to $15 and certification fees for dissolution of marriage from $30 to $35, with $5 from each fee directed to a new Domestic Violence Awareness Trust Fund.

Increases the marriage license fee in New York City from $25 to $30, with $5 per fee going to the Domestic Violence Awareness Trust Fund.

Establishes the Domestic Violence Awareness Trust Fund under joint custody of the State Comptroller and Commissioner of Taxation and Finance to receive fee collections and donations for domestic violence program establishment and maintenance through the Office for the Prevention of Domestic Violence.

Specifies that Trust Fund monies are supplemental funding only and shall not replace or diminish existing appropriations to domestic violence programs from the general fund or other sources.
