Prohibits mental health professionals from engaging in sexual orientation change efforts with patients under 18 years of age, designating such conduct as professional misconduct.

Defines "sexual orientation change efforts" as practices seeking to change an individual's sexual orientation, behaviors, gender identity, gender expressions, or to eliminate or reduce same-sex attractions or feelings.

Excludes from the prohibition: counseling for gender transition and psychotherapies that provide acceptance, support, and identity exploration without seeking to change sexual orientation.

Applies to mental health professionals regulated under Articles 131, 153, 154, and 163 of New York Education Law, and specifies penalties under existing disciplinary procedures.

Takes effect immediately upon enactment.
