Adds a new duty to the Department of Agriculture and Markets to collect and compile information about public and private land available for purchase or lease for farming, and publish this information on its website with contact information for landowners and governmental entities.

Requires the Commissioner of General Services to develop an inventory of state-owned real property that may be viable for farming in cooperation with the Department of Agriculture and Markets.

Directs the Commissioner of General Services to report to the Governor and Legislature within one year on the inventory of state farmland, feasibility of selling or leasing such property for farming, barriers to such transactions, and environmental and community impacts.

Expands the advisory council on agriculture's duties to include advising on tax, financial assistance, and policies addressing the needs of beginning farmers and farm ownership transfer issues.

Requires the Department of Agriculture and Markets to report biennially on efforts to enhance access to viable agricultural land for new and beginning farmers.
