Amends New York Civil Rights Law Section 50-a to clarify that personnel records and information contained therein for police officers, firefighters, correction officers, and certain peace officers remain confidential and subject to inspection only with express written consent or lawful court order.

Adds provision requiring agencies to release such records or information upon receipt of a written authorization signed by the subject employee, to be released as soon as practicable.

Extends confidentiality protections to information contained in personnel records, not just the records themselves.

Provides a private cause of action for officers aggrieved by unauthorized inspection, review, disclosure, or agency failure to release records pursuant to employee authorization, with remedies including damages, injunctive relief, and reasonable attorney's fees.

Takes effect immediately upon enactment.
