Prohibits all law enforcement agencies and officers in New York from engaging in racial or ethnic profiling, defined as stopping vehicles, questioning, or frisking individuals based on actual or apparent race or ethnicity without reasonable individualized suspicion.

Requires every law enforcement agency to adopt a written policy prohibiting racial or ethnic profiling and establish procedures for reviewing complaints by January 1, 2015.

Mandates law enforcement agencies to record and report detailed data on all traffic stops and frisks starting January 1, 2015, including demographic characteristics, search results, citations, arrests, and stop duration and location.

Directs the Division of Criminal Justice Services to develop a computerized public data system and publish annual reports on traffic stop data for the Governor, Legislature, and public without revealing individual identities.

Authorizes the Attorney General and individuals who are victims of racial profiling to bring civil actions for injunctive relief and damages, with courts able to award costs and reasonable attorney fees to prevailing plaintiffs.
