Allows applicants without a social security number to obtain a New York driver's license or non-driver identification card if they have a high school diploma or equivalent and have applied for lawful immigration status or will apply as soon as eligible

Removes the social security number requirement as a basis for denial, though applicants with a social security number must still provide it

Requires the Department of Motor Vehicles to provide space on applications for applicants to request a veteran notation on their license or identification card

Modifies organ donor registry procedures to require clear opt-in language on applications and clarifies that minors checking "yes" does not constitute valid consent to donate

Takes effect 120 days after enactment, with certain provisions expiring October 3, 2016
