Creates a Family Bill of Rights for families and guardians of residents with developmental disabilities in state-funded, licensed, and operated residences under the Office for People with Developmental Disabilities.

Requires the statement of rights to be posted conspicuously in each residence and made available on the office website in the top six languages other than English spoken in New York according to U.S. Census data.

Grants qualified family members and guardians specific rights including unannounced visits, immediate notification of health and safety events, access to fire safety plans, food menus, budgetary information, and Justice Center abuse investigation reports.

Includes rights related to Medicaid waivers such as choosing a care coordinator, accessing care and program documents, receiving independent advocacy, and challenging decisions through mandated procedures.

Requires the Commissioner to establish a public education program to disseminate information about the Family Bill of Rights and takes effect immediately upon enactment.
