Authorizes the Department of Environmental Conservation to establish a resident curator program leasing state park buildings unfit for park purposes to individuals for residential use only as single-family dwellings for terms up to 40 years.

Requires competitive selection of resident curators through public request for proposal process, with lease terms and nominal rent based on projected rehabilitation costs and fair market value assessment.

Makes resident curators responsible for all rehabilitation, maintenance, insurance, and compliance with laws and regulations, while prohibiting assignment, subletting, or use of premises as debt security without commissioner approval.

Specifically authorizes leasing of three buildings: LI 73 Lab Residence at Cold Spring Harbor State Park, Hollins House at Heckscher State Park, and LI 40 House at Hither Hills State Park in the Ninth Park Region.

Prohibits displacement of current employees or impairment of collective bargaining agreements, and requires the commissioner to adopt implementing rules and regulations for the program.
