Allows New York State taxpayers to voluntarily contribute to a new Homeless Veterans Assistance Fund through a check-off option on personal income tax returns, effective for tax years beginning January 1, 2015.

Contributions are made in whole dollar amounts and do not reduce the taxpayer's state income tax liability.

Establishes the Homeless Veterans Assistance Fund under joint custody of the Commissioner of Taxation and Finance, the New York State Director of Veterans Affairs, and the Comptroller.

Fund revenues from tax check-offs, grants, gifts, and bequests are matched dollar-for-dollar by state appropriations and may be used only for assistance and care of homeless veterans, including housing and housing-related expenses.

Comptroller must certify annually to state leadership the amount of money deposited in the fund from tax check-offs and other sources by February 1st.
