Requires the Division for Small Business to compile and submit an annual report on the state of small businesses to the Governor, Temporary President of the Senate, and Speaker of the Assembly by February 1st each year, beginning in 2014.

Defines "micro-businesses" as small businesses with twenty-five employees or less for purposes of the report.

Report must include growth and economic trends, economic impact analysis, suggestions for improving loan programs and small business growth, statistical analysis, and analysis of fines, penalties, and regulatory burdens on small businesses, categorized by business size and sector.

Division shall collaborate with other state and local agencies to develop the report and publish it on the Small Business Directory webpage in a searchable format by name, date, or type of statistics.

Report format shall be developed in consultation with small business owners to ensure collected information is representative of all small businesses in the state.
