State agencies must install only fully shielded fixtures for new or replacement roadway lighting and parking-lot lighting.

Building-mounted fixtures with initial output greater than 3,000 lumens must be fully shielded, while facade lighting must be shielded to reduce glare and light trespass to the greatest extent possible.

Ornamental roadway lighting fixtures are limited to 700 lumens above the horizontal plane through the fixture's lowest light-emitting part.

Exemptions apply to federal preemptions, emergency/temporary use, aviation/nautical safety, athletic lighting, safety/security needs, replacement of damaged fixtures, tunnel lighting, and fixtures exceeding 15 percent additional cost.

The Office of General Services must submit a compliance report to the governor and legislature by June 1, 2017, and the law takes effect one year after passage.
