Amends the Parks, Recreation and Historic Preservation Law to grant free use of New York State parks to family members of individuals who died while serving in active military, naval, or air service during wartime.

Family members receive the same access terms and conditions as the general public but are exempt from paying all fees and charges for state park use.

Takes effect 60 days after becoming law.

Directs the addition, amendment, or repeal of any necessary rules and regulations to be completed before the effective date.
