Expands eligibility for New York State Veterans' Home admission to include veterans who served in Bosnia and Herzegovina from November 21, 1995 to November 1, 2007, or received the Kosovo Campaign Medal.

Adds eligibility for veterans exposed to radiation during military service, including those who participated in the occupation of Hiroshima or Nagasaki (August 6, 1945 - July 1, 1946), were prisoners of war in Japan during World War II, or participated in atmospheric nuclear device testing.

Extends eligibility to veterans who served in the Persian Gulf conflict and subsequent operations (Operation Enduring Freedom, Operation Iraqi Freedom, Operation New Dawn) and received the Global War on Terrorism Expeditionary Medal, Iraq Campaign Medal, or Afghanistan Campaign Medal.

Maintains existing eligibility requirements including honorable discharge after at least 30 days of active duty, residency in New York at time of service entry or one year prior to application, and board of visitors approval.

Takes effect 30 days after becoming law.
