Amends the New York State Urban Development Corporation Act to authorize grants to educational institutions, not-for-profits, industry public-private partnerships, and individuals for advanced manufacturing training and certification programs.

Prioritizes funding for programs offering industry-recognized training and certification that demonstrates prospective employees' readiness to enter advanced manufacturing fields with knowledge of equipment and processes.

Takes effect immediately upon enactment, with amendments expiring according to the existing expiration schedule of section 16-m of the Urban Development Corporation Act.
