Direct the New York State Energy Research and Development Authority to issue a request for proposals within 90 days to analyze the potential impacts of out-of-state generator participation in the Regional Greenhouse Gas Initiative.

Analyze feasibility and potential impacts of requiring out-of-state generators exporting power to New York to participate in the Initiative's auction, impose charges on such power, or utilize other methods to ensure equitable treatment with in-state generators.

Examine costs associated with the Regional Greenhouse Gas Initiative, including breakdown of allowances purchased by county, specific spending by program and region, jobs lost and gained, and impacts on competitive markets and ratepayers.

Require submission of completed analyses to the governor, senate temporary president, assembly speaker, senate energy committee chair, and assembly energy committee chair no later than March 1, 2014.

Take effect immediately upon enactment.
