Amends the soil and water conservation districts law to establish a drain tile revolving loan program providing low-interest loans to farmers for drain tile projects on farm fields

Requires the Soil and Water Conservation Committee to promulgate rules and regulations including: application processes, farmer eligibility criteria, project priority standards, financial assistance amounts, and loan repayment terms

Program funding is subject to budgetary appropriation and loans may only be provided within available funds in the drain tile revolving loan fund

Takes effect 180 days after enactment, with authority for the Committee to adopt necessary rules and regulations prior to the effective date
