Amends Education Law section 3210 to require boards of education and school trustees to determine whether to close individual schools or entire districts on days when significant student absenteeism is expected due to religious or cultural observances

Authorizes school closures to prevent waste of educational resources when a considerable proportion of the student population is unlikely to attend due to religious or cultural observance

Maintains existing provisions allowing absences for religious observance and education under rules established by the commissioner

Takes effect immediately upon enactment
