Enacts the "Communities of Excellence Mental Health Reinvestment Act" to redirect savings from reductions and closures of New York State psychiatric hospital inpatient facilities toward community-based mental health services

Allocates 50 percent of savings from inpatient facility closures to local government units for developing community mental health services including emergency services, case management, outpatient care, residential services, and support for special populations

Allocates the other 50 percent of savings to New York State Centers of Excellence for facility development, construction, improvement, and workforce retention and development

Requires the Office of Mental Health to create an inventory of existing inpatient facilities with dollar cost assignments within 30 days and deliver a comprehensive downsizing plan to the Legislature by February 28, 2014, including facility locations, services, staffing levels, bed counts, and closures

Repeals the previous community mental health support and workforce reinvestment program and allows service contracts up to five years with renewal options
