Eliminates "read and sign" training practices that allow direct care givers to simply sign off on documents without demonstrating comprehension through written testing.

Applies the written test requirement across three sections of the Mental Hygiene Law (sections 7.23, 13.23, and 19.23) covering different mental health facilities and programs.

Takes effect 120 days after enactment, with the Commissioner authorized to promulgate necessary rules and regulations immediately upon passage.
