Creates a new Public Service Commission section to facilitate and expedite permit applications for natural gas line extensions by acting as lead agency and coordinating with state agencies and local governments.

Dedicates at least 25% of system benefit charge surcharges collected from gas heating customers to fund natural gas facility expansion, beginning April 1, 2014, with allocation through a stakeholder process.

Requires the Commissioner of General Services to study natural gas heating efficiency, environmental benefits, and costs when replacing boilers in public building capital projects, including consideration of main pipeline extensions exceeding 100 feet.

Authorizes counties, cities, towns, villages, and school districts to grant property tax exemptions for up to 10 years on assessed value increases from natural gas distribution facility construction.

Empowers the Public Authorities to make loans to gas corporations for Public Service Commission-approved natural gas line extension projects, with authority to set terms, conditions, and fees.
