Commissioner of Mental Hygiene shall adopt rules requiring all employees and volunteers at providers licensed, certified or operated by the Office to complete a standardized training curriculum.

Training curriculum must include abuse, neglect and maltreatment indication and prevention; laws and procedures protecting persons with disabilities; identification and safety procedures; fire safety; first aid; CPR; and cultural competence.

Training may be delivered through live classroom, teleconferences, video conferences, satellite transmissions, interactive video, online courses, or other interactive formats approved by the Commissioner, but cannot be self-study or correspondence work.

Training must not consist solely of written materials and must be conducted in a physical setting comfortable and conducive to learning.

Trainees receive a certificate of completion upon finishing the training program; effective date is July 1, 2015.
